National Eligibility and Entrance Test
The National Eligibility cum Entrance Test or NEET-UG is a entrance examination in India, for students who wish to study any graduate medical course (MBBS), dental course (BDS) or postgraduate course (MD / MS) in government or private medical colleges in India.NEET-UG (Undergraduate), for MBBS and BDS courses, will be conducted by the Central Board of Secondary Education (CBSE). NEET-UG replaced the All India Pre Medical Test (AIPMT) and all individual MBBS exams conducted by states or colleges themselves. However, many colleges and institutes have taken a stay order and conducted private examinations for admission to their MBBS and BDS courses.
Undergraduate courses at the All India Institute of Medical Sciences in New Delhi, Postgraduate Institute for Medical Education and Research in Chandigarh, Jawarharlal Institute of Postgraduate Medical Education & Research JIPMER are outside the NEET’s purview, as these institutes were set up by separate laws.[1]

History
NEET was initially proposed to take place from 2012 onwards.[2] However, for several reasons, the CBSE & Medical Council of India deferred NEET by a year.[3] The test was announced by the Government of India and was held for the first time on 5 May 2013 across India for students seeking admission for both Undergraduate and Postgraduate Medicine.[4] But on 18 July 2013, SC gave the decision in favour of 115 petitions and cancelled the NEET exam and announced that MCI could not interfere with the admission process done by colleges.
Following the announcement from the Medical Council of India that it would introduce the NEET-UG exam in 2012, several states including Andhra Pradesh, Karnataka, Gujarat, West Bengal & Tamil Nadu strongly opposed the change, stating that there was a huge variation in the syllabus proposed by the MCI & their state syllabi.[5] These states' representatives have also expressed their inability to accept the presentation of the NEET-UG in only English and Hindi. Students who wish the Test to be in their vernacular language may have this arranged.[6]
The Supreme Court of India quashed the National Eligibility cum Entrance Test (NEET) for admissions into all medical and dental colleges on 18 July 2013. The apex court ruled that the Medical Council of India cannot conduct a unified examination.[7]
According to a 2013 announcement by CBSE,[8] CBSE planned to conduct AIPMT on 4 May 2014.[9] The final decision on NEET UG was planned to be taken after the verdict of the Supreme Court of India.
The Central Board of Secondary Education announces the results and the All India Merit List for NEET-UG. The merit list and the wait-list are prepared as per the directives of the Supreme Court of India, DGHS, MCI and DCI. The results for 2013 were announced on 5 June.[10]
NEET, was declared illegal and unconstitutional by Supreme Court of India in 2013. However, it was restored on April 11 2016, after a five-judge Constitution bench recalled the earlier verdict and allowed the Central Government and the Medical Council of India (MCI) to implement the common entrance test till the court decides afresh on its validity.
Phase One Test
The All India Pre Medical Test also known as AIPMT, to be held on May 1, 2016, would be considered as first phase of the NEET. Students who have registered for Phase One will be given a chance to appear for the next phase of NEET to be held on July 24, 2016 but with a condition that candidates have to give up their NEET Phase 1 score.[11] The above dates are as per the order of Supreme Court

Syllabus
The Medical Council of India (MCI) announced the syllabus[13] for the NEET-UG in 2011. The syllabus had been initially published as a draft to invite feedback from other stakeholders. The syllabus for NEET-PG is the same as that of the MBBS course described in the MCI Regulations concerning Graduate Medical Education, 1997. The multiple choice questions (MCQs) will be based on the MBBS syllabus, as will the knowledge that needs to be acquired during the internship period, which is also described in said Regulations. The distribution of questions, model questions and method of tie breaking for ranking have been placed on the website, as well as in the Prospectus.[14]
NEET Undergraduate
The Undergraduate NEET exam was conducted by the Central Board of Secondary Education, and held for the first time on 5 May 2013.[15][16][17] With regards to the marking, each correct answer achieves four marks, with one mark being deducted for every wrong answer.[18][19]
NEET Postgraduate
The Common Entrance Test (CET), also known as the NEET Postgraduate exam, is for admission to postgraduate medical courses across India. It was held online during 23 November – 6 December 2012.[20] The All India Institute of Medical Sciences (AIIMS) will conduct a separate medical entrance test for MDS courses on 13 January 2013.[21]

The star Indian duo of Sania Mirza and Rohan Bopanna entered the semi-finals of the mixed doubles tennis event at the ongoing Rio Olympics by defeating Andy Murray and Heather Watson of Britain in straight sets here.
The Indians won their quarter-final match 6-4, 6-4 in one hour and seven minutes at the Olympic Tennis Centre here on Friday.
The fourth seeded Indian duo dominated their British opponents with both Sania and Bopanna coming with some fine work at the net and excellent returns of serve.
Sania and Bopanna are expected to face a tough challenge in their next match as they will take on the US team of Venus Williams and Rajeev Ram for a place in the final.
Venus and Rajeev defeated Italians Roberta Vinci and Fabio Fognini 6-3, 7-5 in two hours and 22 minutes.
Murray was clearly struggling with his fitness after having played a gruelling men’s singles match earlier on Friday and both Sania and Bopanna admitted that containing him was the key to winning the match.
“We saw Andy’s match last night and our game-plan was to try and take him out of the game as much as possible and play to his weakness, if he has a weakness. It was also to take the ball as much as possible to Heather. Andy was serving and volleying and for me that’s a good target,” Sania said after the match.
“The conditions today were favourable. It was not so windy even though Andy Murray was playing amazing tennis. The only way to win the game was to keep Andy away from the ball. And Sania hit the ball very well and helped me move well too. I also served very well today. Luckily we got a clean match in straight sets,” Bopanna said.
“Andy missed a few first serves and we capitalised on it. There was a lot of pressure on Andy since he was covering three-fourths of the court. You can’t say there were weak points with Heather. What we had to do was keep away from the strong man,” he added.
The Indian duo had a shaky start as Murray and Watson broke Sania’s serve in the second game to take a 2-0 lead. But Sania and Bopanna replied in kind in the very next game to force a service break of their own.
Sania then saved a break of serve in the third game before Bopanna held his serve with a powerful ace in the sixth game to level the scores at 3-3.
The Indians broke Watson’s serve in the next game to take a 4-3 lead, thanks to some excellent returns, including superb returns by Sania at the net.
The Indians then brushed aside a strong fight-back by the British duo in the next game as Sania held her serve.
Murray held his serve to reduce Sania-Bopanna’s lead to 5-4, but a couple of brilliant aces by Bopanna in the next game handed the opening set to the Indians.
The second set went with the serve until the Indian pair broke Murray’s serve to take a 3-2 lead.
Up by 4-2, Sania and Bopanna stretched Watson’s serve to 0-30 before the Britons managed to avert another service break.

Shah Rukh Khan detained again at US airport. So?
In an apparently earth-shattering move on Friday, US immigration officials (again) detained Shah Rukh Khan at a US airport for questioning. And outraged at the latest instance of ostensibly 'discriminatory' treatment, the Bollywood superstar tweeted his anguish, throwing an entire nation (or its media anyway) into the throes of collective outrage.
Shah Rukh's tweet refers to similar experiences of additional scrutiny, which he underwent while trying to cross America's borders.
In August 2009, the actor was stopped at the Newark airport and was released after two hours at the intervention of the Indian consulate. In 2012, he was again held up at New York airport for over two hours, prompting an angry response from India, which summoned a top American diplomat and also asked Nirupama Rao, its then ambassador in Washington, to take up the issue with the highest authorities. The matter then ended with US expressing 'profound apologies'.

In this case, though the US State department has not released any information yet on why the actor was detained on Friday at Los Angeles airport, it has been reported earlier how Shah Rukh Khan's name matches that of another individual, who has been blacklisted by the US. During the 2012 controversy, US officials reportedly told NDTV that during immigration checks, what pops up is a name without any other detail to help draw a distinction.
Be that as it may, here's the simple point Mr Khan.
The US, a sovereign nation governed by a set of rules and regulations, is perfectly within its rights to choose its own procedure while letting in visitors. It is for the US to decide on whom to allow, question or block in the interest of its security.
Khan would do well to remember that he always has the option of not flying to the country if he is uneasy or uncomfortable with security checks.
And for those outraging against Shah Rukh Khan's detention, the issue wasn't that an Indian was subjected to additional checks without any seeming justification (that would have been still understandable) but that a Bollywood superstar, no less, was made to undergo such an ordeal.
The point of outrage is not against the strict procedures adopted by the US, but the apparent 'humiliation' of an Indian VIP for whom the US should have rolled out the red carpet because Shah Rukh, by his act of flying into the US, was doing Washington a big favour.
The Twitter storm and outrage generated by what should have been a non-issue is the greatest example of how we Indians actively encourage VIP culture and hammer into celebrities and netas a delusion of self-importance. This results ultimately in them suffering from a deep sense of entitlement which gets reflected in their actions.
The outrage would have been legitimate had the Bollywood actor been holding a diplomatic passport as Meera Shankar did. The former Indian Ambassador to the US was in 2010 pulled from an airport security line and frisked by a security agent in Mississippi — even after her diplomatic status had been revealed. Or if Shah Rukh was a former Indian President like APJ Abdul Kalam, who was frisked at the New York airport in 2011. These were serious protocol breaches and the US has had to express "deep regret" in each case.

New satellite will help safeguard interests at sea: China
A newly launched satellite will help China protect its maritime interests, the official China Daily newspaper reported on Thursday amid growing tensions over disputed territory in the South China Sea. The “Gaofen 3” satellite that was launched on Wednesday has a radar system that captures images from space with a resolution down to 1 metre (3 feet) and can operate in all weathers, the State Administration of Science, Technology and Industry for National Defence told the newspaper.
“The satellite will play an important role in monitoring the marine environment, islands and reefs, and ships and oil rigs,” the China Daily said, citing project leader Xu Fuxiang.
“Satellites like the Gaofen 3 will be very useful in safeguarding the country’s maritime rights and interests,” he added, according to the newspaper. In July, an international court in The Hague ruled against China’s claims in the resource-rich South China Sea in an action brought by the Philippines, a decision stridently rejected by Beijing.
China claims most of the South China Sea, through which $5 trillion in ship-borne trade passes every year. Vietnam, China and Taiwan claim all of the disputed Spratly islands in the South China Sea, while the Philippines, Malaysia and Brunei claim some of the area.

Bombayla beat Taipei's Shih-Chia Lin 108-101 via 27-24, 27-24, 26-27, 28-26 at the Sambodromo.

Deepika also displayed red hot form, defeating the higher ranked Kristine Esebua of Georgia in the 1/32 eliminators before getting the better of Italy's Guendalina Sartori of Italy in the 1/16 eliminators.
Later in the day, Manoj displayed excellent defence and counter-punching skills to beat Petrauskas by split decision in the Round of 32 of the men's Light Welterweight (64kg) category at the Riocentrio Pavilion.
Up against the bronze medallist of the 2012 London Olympics, Manoj dominated all three rounds to carve out a 29-28, 29-28, 28-29 verdict and advance to the pre-quarterfinals.
The Indian will next meet Fazluddin Gaiznazarov of Uzbekistan in the Round of 16 on 14 August. Gaiznazarov had outclassed Malonga Dzalamou of Congo by RSC (Referee Stopped Contest).
But the rest of the day's action brought disappointment to India, who continue to search for their first medal in the Games.
Shooter Jitu finished 12th in the 50m Pistol qualification round, failing to reach the finals that will be competed by eight competitors.
Jitu consistently managed to hit the bull's eye on nine occasions in his pet event and his cumulative scores after the six series qualification round read 92, 95, 90, 94, 95 and 88 to total 554. But a poor sixth round cost him the berth to the finals.
"I let my country down. There was wind but I don't want to make any excuses," a dejected Jitu told reporters.
In the same event, Prakash Nanjappa never really looked in the hunt with a score of 547 to bow out of the competitions after finishing 25th.
Weightlifter Satish Shivalingam crashed out of the men's 77 kg elimination round, only managing to lift a total of 329 kg, which was not close to the best lift of 346 kg in his group.
Next to come up with a poor show was Avtar, who lost to Popole Misenga of the Refugee Olympic Team in judo's 90 Kg elimination Round of 32. Avtar, from Punjab, lost by a single point following the end of five minutes of regular time.
The 24-year-old suffered two penalty points that made it difficult for him. Misenga, who hails from the Democratic Republic of Congo, effected a shoulder throw on him to seal the victory.
Meanwhile, in hockey, the Indian women's team was outplayed 1-6 by Australia in its third group stage match as the morale-sapping defeat raised big doubts over qualification for the quarter-finals.
The difference in class and quality between the two teams was clearly on display as World No 3 Australia scored through Kathryn Slattery (fifth minute), Georgina Morgan (ninth), Jane Claxton (35th), Georgina Parker (36th), Jodie Kenny (43rd and 46th).
It was world No 13 India's second loss in three matches and they are now sixth in the Pool B standings. They will face world No 5 United States (Thursday) and world No 2 Argentina.

Mr. Azad said several confidence building measures were taken during both UPA-I and UPA-II headed by former PM Manmohan Singh. Highlighting the steps taken then, the Congress said three roundtable conferences were held between February 2006 and April 2007 in which all shades of political opinion, except separatist Hurriyat Conference, participated. Five sub-groups were set up and several of their recommendations were implemented, he said.
Mr. Singh, while asserting that he was speaking on behalf of Prime Minister Narendra Modi, said that the PM was concerned at the situation and promised to consider sending an all-party delegation to Kashmir after analysing the ground situation.
Responding to demands for initiating a political process in Kashmir, Mr. Singh said the government was ready to have talks with mainstream parties, moderates and others. “We are ready. I will ask the Chief Minister where to start the process and with whom to talk,” he said.
“Whatever is happening in Kashmir is not because of the people there. Whatever is happening is Pakistan-sponsored,” he said.
He lauded Chief Minister Mehbooba Mufti, saying she and her government had done a good job in this difficult situation. In this regard, he gave details about how much ration, milk and other daily essentials have been distributed in Kashmir even during the curfew.
He insisted that only some parts of Kashmir, and not the entire Valley, are under curfew and that in the rest of the places, markets are closed due to “fear” owing to the strike called by separatists.
Ramgopal Yadav of the SP sought to trace the problem to “some past mistakes” including Partition and failure to extract strong commitments from Pakistan after India’s victories in the wars of 1965 and 1971.
“A number of princely States had become a part of India under Sardar Patel but Kashmir was handled by Pt. Jawaharlal Nehru. Had Nehru waited for a few more days before going to the UN Security Council when Indian forces were repulsing Pakistan army-backed raiders from what is now Pakistan-occupied Kashmir, these areas would have been with India,” he said.
Trust deficit: Yechury
Sitaram Yechury of the CPI (M) said there was trust deficit among the people due to a “string of betrayals.”
“There is a need to address the trust deficit in the Valley. Why are the people alienated? What is preventing this government from initiating a political dialogue,” he said, while demanding that the use of pellet guns be stopped.

Let's say as an ambitious entrepreneur you are planning an aggressive expansion strategy and want your product to reach the maximum number of customers. You'll need to develop a brand, position it and use tools to differentiate it in a crowded marketplace of similar products. If the brand is to succeed it must, therefore, create a unique identity.
Creation of a unique identity in the rough and tumble of politics is just as important. Regional leaders ambitious enough for a national role must differentiate themselves from other players to transcend state boundaries. More so if they lack the political assets of a BJP or the Congress.
So, we find Arvind Kejriwal running a high-pitched, media-based campaign. By constantly attacking the Prime Minister, the Aam Admi Party chief has been able to stay in the headlines and create the brand placement of both a crusader and a victim. AAP's rapid rise and bright prospects of expansion in new states such as Punjab prove that his strategy is working.
No less ambitious, Nitish Kumar is more old school. His methods are more conventional. Instead of a media-driven campaign, the JD(U) chief is in search of an ideological plank that may pitchfork him into national consciousness. He has a two-pronged strategy. In calling for a RSS-mukt Bharat, he wishes to generate heat by challenging India's currently dominant politico-ideological force. This is an interesting move but still at a very early stage.
Two, to position himself as a social reformer he has sought to make Bihar a dry state, jumping on to the bandwagon of prohibition — an idea of dubious effectiveness that still retains immense currency.
In itself, the political incentive for prohibition is clear. Like 'development' and 'good governance', prohibition is not an idea limited by geography. It is one of the very few planks that cuts across state boundaries, affects the poorest and most politically sensitive sections of the society and touches an immediate chord with roughly half of active Indian voters — women.
However, creating a nanny state to solve a deep-rooted social evil rarely works, as history and data have proved several times. It merely drives it underground, criminalises the activity and creates a different set of problems. But the Bihar chief minister sees in prohibition a calling card to extend the political presence of the Janata Dal (United) beyond Bihar and a possible Prime Ministerial bid in 2019.

But Kumar has a problem.
Because prohibition is seemingly the easiest and quickest way out of issues related to alcohol consumption — alcoholism, indebtedness and domestic violence — it is popular with politicians. Gujarat remains a dry state while Kerala, Tamil Nadu are moving towards this form of competitive populism. Haryana and undivided Andhra Pradesh flirted with and abandoned it, having failed in implementation.
So in order to differentiate himself from the crowd, Kumar must do something different with prohibition to create a unique identity. For instance, bringing a law so draconian that it infringes on the fundamental rights of citizens, gives sweeping powers to law-enforcing authorities, proposes ridiculously tough penalties and has provisions that could be easily misused to harass innocents.

NEW DELHI: The historic Goods and Services tax (GST) Bill, which was passed by the Rajya Sabha+ last week, is scheduled to be taken up and ratified today, Monday, in the Lok Sabha+ , in a a session that's expected to see Prime Minister Narendra Modi also debating the bill.
While the Lok Sabha passed the GST Constitutional Amendment Bill in May 2015, the separate amendments to some its clauses, passed by the Rajya Sabha last week, have to now be ratified in the lower house. The ruling BJP and the opposition Congress have issued a whip to all their Lok Sabha MPs asking them to be present in the house today.
The GST is a uniform indirect tax+ levied on goods and services that will be levied across the country and replace all the various taxes that are currently levied on goods and services.
Six official amendments, including the scrapping of a 1 per cent additional tax, were approved by the Rajya Sabha last week, where the bill was passed with a near unanimous vote. Only the AIADMK walked out.
Today, it is expected the opposition Congress will reiterate that it would like the bill that sets the GST rate to be a finance bill and not a money bill.
Last week in the Rajya Sabha, the Congress it made it perfectly clear it will only approve a later GST 'rate' bill if that's decided by both Houses of Parliament, and not just the Lok Sabha. As well, the standard rate of GST should not exceed 18%, the Congress said.
The BJP has a brute majority in the Lok Sabha, and the executive, that is, the Prime Minister, can easily hold sway over his MPs. That's why the Congress is insistent that the whole of Parliament decide the GST rate, so it's not set at "the whims of the executive", as the Congress's P. Chidambaram+ said.

Rio Olympics 2016: For Dipa Karmakar, 'deadly' Produnova is just another hurdle in quest for glory
very time Dipa Karmakar goes airborne, she puts her most valuable asset at risk for the sake of individual glory and a nation's pride: her life.
Her life and death gamble tells us a story of a brave girl who would rather go for broke than lead a life of anonymity in spite of heavy odds, lack of money and facilities.
Since most of us look at sports through a cricket-lens, let me explain Dipa's daring act with an analogy: Imagine her as a batsman facing Jeff Thomson – considered by many as the fastest bowler of all time – without any protective gear, standing half-way down the pitch. And the bowler is allowed to target her skull.
If Dipa misses, she pays a heavy price. Her vault isn't a leap of faith, it is like jumping from an aircraft without a parachute, hoping to land safely on her feet.

But, on Sunday morning, the 22-year-old from Tripura lived to fight another day when she became the first Indian to qualify for the Individual vault finals in Gymnastics.
Dipa's achievement is huge. No Indian woman before her had qualified for a Gymnastics event at the Olympics. But now, Dipa has a chance to win a medal at Rio.
Dipa landed her 'Produnova' perfectly enough to emerge among the top eight. She will now strive to make her 'vault of death' better on 14 August, hoping for a podium finish.
The vault, named after Russian athlete Yelena Produnova, who tried it first in 1999, is so risky that only four other gymnasts have tried it since. When a gymnast tries this vault, she does a front spring with her hands, completes two somersaults in-flight and then tries to land on her feet.
The manoeuvre is risky because the impact on the body while landing almost doubles due to the acceleration generated by the somersaults. (Remember Force=Mass x Acceleration?) So, a gymnast needs extremely strong legs to land on his or her feet.
Also, the chances of landing on the back or the neck – if the flips are not completed – are high. And, if that happens, paralysis or instant death is a huge possibility. So risky is the Produnova that calls for banning it have been steadily rising.
US gymnast Simone Biles, considered as the best in the game today, said that someone could get killed trying to pull it off. Biles said that she would not even dream of trying it.
Just a day before Dipa's event, French gymnast Samir Ait Said landed on his feet after his vault and his tibia and fibula snapped immediately, making his leg limp, almost lifelessly, below the knee. The sound of cracking bones was so loud that it burst out like a pistol shot through the arena. And Said was attempting one of the safest vaults. Compared to Said's landing, Dipa's is, as an American sports scientist argued, like coming down with the force of a ton of bricks.
While Dipa almost pulls off the vault, she is still nowhere close to its pioneer, who would stand straight on landing. In comparison, Dipa's landing is called a 'butt grazer' because she almost sits down on the mat before standing up in a swift motion.
But, her Produnova is much better than that of many other gymnasts, who have tried it in recent times. When Egyptian gymnast Fadwa Mohammad tries it, spectators have their hearts in mouth because she almost lands flat on her back, with a loud thud, before doing a quick roll to get up.
But, gymnasts still try it because it gives them a head start over competitors. The Produnova has a difficulty level of seven; other vaults are set around 5, so any athlete who lands it manages a high score. Purists argue that it is a shortcut taken by lesser gymnasts to win more points because of the risk factor, and not because of skills.
Dipa, however, argues that she has landed it hundreds of times in the past few years, making it safe for her. A combination of hard work and bravado makes her defy death every time she vaults.

In many ways, Dipa's story resembles that of child prodigy, Budhia Singh, who tried to get out of penury, misery and a life in Orissa's ghetto by risking his life by running marathons from an early age.
